VIC:Ford to cut 240 jobs, Toyota scales back

MELBOURNE, April 14 AAP - Car giant Ford is to cut its workforce in Victoria by 240
after a slump in demand for larger cars, and competitor Toyota will reduce hours for manufacturing
staff in the wake of the Japanese earthquake disaster.

Workers at Ford's Geelong and Broadmeadows plants were told by management on Thursday
they would be redeployed "wherever possible" but voluntary redundancy packages would be
offered where alternative roles are not an option.

Ford Australia chief executive Bob Graziano said production would be cut from 260 to
209 cars per day from July ahead of new Australian-made models being launched over coming
months, including a new Territory, Falcon EcoLPI and Falcon EcoBoost.

The job losses are set to take effect from mid-July this year.

A Ford Australia spokeswoman said new opportunities were more likely for Geelong workers
where several operations were based.

At Toyota, effects of the devastating earthquake and tsunami in Japan mean manufacturing
workers at its Altona plant will work a half-day shift from May 9.

Staff will be paid 75 per cent of their normal wages as the factory operates on a reduced
schedule of 50 per cent, while a similar outlook is expected in June.

The announcement will affect 3300 staff who produce the Camry, Hybrid Camry and Orion
models in Melbourne's west.

Toyota's manufacturing director Chris Harrod said the response was necessary to address
short-term supply issues caused by the disaster.

"We intend to resume 100 per cent vehicle production as quickly as possible," Mr Harrod said.

The company has promised to minimise delivery delays.

his campaigners in the important seat.

His claims come a day after Mr JAMESON was accused of manhandling two boys he believed
threw eggs at his car.

Qld: Ship owners say they're sorry

BRISBANE, April 9 AAP - The owners of a Chinese coal carrier that crashed into a protected
part of the Great Barrier Reef say the ship did not stick to a planned route.

The Shen Neng 1 has been grounded on a shoal in the reef off the central Queensland
coast since crashing into it on Saturday.

The matter has been referred to the Australian Federal Police which is yet to decide
whether it will launch a criminal investigation.

Salvage crews are set to begin pumping heavy oil from the grounded coal carrier stuck
on Douglas Shoal, off the coast of Rockhampton.

The vessel is owned by Chinese company, Shenzhen Energy Transport Co Ltd.

The company's chief of shipping and development, Hu Wei said in a statement that they
were sorry and have vowed to work closely with investigators and maritime authorities.

"The vessel did not alter course to the east to go through the passage as planned,
and as a consequence the vessel ran aground on Douglas Shoal," he said.

"We appreciate the environmental and economic significance of the Great Barrier Reef.

"We are fully committed to cooperating with and assisting the authorities to minimise
any environmental damage and to ensure the matter is resolved safely and quickly."

He said the company's insurers have appointed international salvors Svitzer Salvage
Co to remove the vessel.

They have also appointed international oil pollution experts from the UK, who have
flown to Gladstone to provide advice.

Maritime Safety Queensland (MSQ) says weather conditions are now right to start pumping
950 tonnes of heavy oil from the vessel on Friday morning.

MSQ general manager Patrick Quirk says they have tested massive booms placed next to
the ship to contain possible spills and it is ready to go.

"This is a delicate operation that will take days, not hours," Mr Quirk said.

Contingency plans are in place in case there is any spillage with a team of wildlife
carers on standby.

Fuel will be pumped onto a 50 metre barge, which can carry up to 1500 tonnes of oil.

Queensland Premier Anna Bligh will be on board a helicopter that will fly over the
vessel on Friday.

FED: Chocaholics to snack with a clear conscience with Fairtrade

SYDNEY, Aug 26 AAP - Chocaholics in Australia will soon have a good reason to tuck
into a chocolate treat without feeling guilty.

From next year, they will be able to snack with a clear conscience when the nation's
most popular chocolate bar, Cadbury Dairy Milk, becomes Fair-trade certified.

The move, which has equality campaigners rejoicing, will quadruple the amount of cocoa
bought from west Africa under the sustainable farming scheme.

About 40,000 Ghanaian cocoa farmers will benefit immediately, and hundreds of thousands
more will also be better off as the plan rolls out.

Cadbury, the leading chocolate manufacturer in Australia, expects to achieve the certification
by next Easter.

The decision will transform Fair-trade chocolate from a niche product to a mainstream
staple, progress which has been welcomed by humanitarian campaigners, including World
Vision Australia chief executive Tim Costello.

"As consumers it is far more convenient for us to suspend belief and keep eating chocolate,
but the uncomfortable truth is that most chocolate manufacturers still cannot guarantee
that their chocolate is free from child labour," Mr Costello said.

"Fair cocoa pricing is the difference between children wielding a machete in the cocoa
field or a pencil in the classroom."

The Stop the Traffik Australia Coalition says it is estimated tens of thousands of
children are trapped working in slave labour conditions on cocoa plantations and farms
in Ghana, the west-African nation where Cadbury will source its cocoa from ethically run
plantations.

Fair-trade is an independently-audited system guaranteeing farmers in developing countries
a fair minimum price for their produce, and prohibits slave labour.

It also provides investment for social, environmental and economic development for
their communities.

Cadbury estimates the switch will assist about 500,000 farmers over the next ten years,
and triple the amount of Fair-trade products sold throughout Australia.

Cadbury Australia and New Zealand managing director Mark Callaghan said he was extremely
proud of the move, bringing ethical chocolate to the masses at no extra cost.

"It's Cadbury Dairy Milk with the same taste, same cost, but extra ethics," he said.

Fair-trade executive director Steve Knapp hailed the decision as a "landmark step"

that will help impoverished farmers create a better future, improve living standards for
their children.

"This announcement sets a new standard for the mainstream chocolate industry in Australia
and will open up new Fair-trade opportunities for cocoa farmers in our corner in the world,"

he said.

Fed: Sick Tamil hunger striker shuns food again

CANBERRA, April 17 AAP - A hunger striker who was taken in pain to a hospital emergency
ward two nights ago has returned to the lawns of the prime minister's Canberra residence
to continue his fast.

Sutha Thanabalasingam had gone without food and water for four days when he was rushed
to Canberra Hospital late on Wednesday night, suffering from severe stomach and muscle
pain.

The 27-year-old Melbourne University student was given fluids intravenously, before
he returned to the protest area outside the Lodge early on Thursday morning to continue
his campaign for the Sri Lankan government to broker a ceasefire with Tamil Tiger separatists.

Six hunger strikers, including Mr Thanabalasingam, have gone without food since Saturday
afternoon in the hope of convincing the Australian government to apply diplomatic pressure
on Sri Lanka.

Their protest began at Parramatta, in Sydney's west, before moving to Prime Minister
Kevin Rudd's Sydney residence, Kirribilli House.

The hunger strikers, all university students aged in their 20s and 30s, have been camping
outside the Lodge since Wednesday afternoon.

Protest spokeswoman Geetha Mano said the six hunger strikers from Sydney and Melbourne
had allowed themselves water since Wednesday night.

Mr Thanabalasingam, who has a father, mother and sister living in the conflict zone
in northeast Sri Lanka, took some convincing before he would accept some water.

"We didn't want him to lose his life. We have already lost enough," Ms Mano said.

Organisers expect about 3,000 protesters from Brisbane, Adelaide, Melbourne, Sydney
and Canberra to gather outside the Lodge at 1400 AEST on Friday.

A delegation is scheduled to walk to the Department of Foreign Affairs and Trade.

Ms Mano said the protest vigil outside the Lodge would stay there until Mr Rudd or
the Australian government agreed to put diplomatic pressure on Sri Lanka to agree to a
ceasefire.

The Tamils are also running a global campaign to get the Sri Lankan government to allow
food, medicine and aid into the conflict zone.

The Tamils say 3,500 civilians have been killed in the first three months of 2009 in
the long-running civil war with the Sri Lankan government.

The Sri Lankan government says it is in the final stages of defeating the separatist
Liberation Tigers of Tamil Eelam, who launched a campaign in 1972 to create a separate
Tamil homeland on the island nation.

Vic: Call for open investigation into police shooting

MELBOURNE, Dec 12 AAP - Police must conduct an independent and open investigation into
the fatal shooting of a 15-year-old boy, the Victorian Criminal Justice Coalition said
on Friday.

The group - representing more than 50 legal, academic and community service organisations
- said it was concerned about an emerging pattern of high levels of police shooting deaths
that were evident in the 1990s.

Convenor Father Peter Norden warned against a "closed shop" investigation into the
incident or a police media relations campaign to justify the use of deadly force.

Father Norden also said the coalition had advocated for more than 15 years for an increase
in specialist response teams to people suffering disturbed behaviour.

"The use of capsicum spray and a violent confrontation is often the worst possible
response to a young person displaying emotional or psychiatric symptoms," he said.

"The Victorian community calls for a more sophisticated response in dealing with disturbed
individuals, particularly very young people."

Officers fatally shot the boy in the chest as he approached and allegedly threatened
them with two knives in the Melbourne suburb of Northcote about 9.30pm (AEDT) on Thursday.

Police said they fired warning shots and used two hits of capsicum spray to subdue
the boy, with no apparent effect.

They were called to the All Nations Park following calls from a number of people reporting
a young man behaving irrationally and violently.

Police are investigating the incident on behalf of the Victorian Coroner, while the
police Ethical Standards Department has launched its own probe.

Oly: China gears up for ceremony party amid weather worries

China is putting the final touches on what promises to be a spectacular Olympic opening
ceremony tonight .. under gloomy skies and tight security.

The three-hour extravaganza at Beijing's iconic Bird's Nest stadium will feature more
than 15 thousand performers showcasing China's ancient history and its rise as a modern
power.

The ceremony begins at 8:08 pm (2208 AEST) .. on the eighth day of the eight month
of 2008 .. the number eight being deemed lucky by the Chinese because it represents prosperity.

Unfortunately bad luck looms .. with the thousands of athletes who'll march through
the national stadium waking today to a haze across Beijing and a forecast of rain.

Meantime more than 100 thousand security personnel are patrolling Beijing .. anti-missile
barriers have been set up near the Olympic venue .. and the military and police are on
guard around the country for any signs of trouble.

Two new species of wobbegongs .. otherwise known as carpet sharks .. have been found
in Western Australian waters.

WA Department of Fisheries shark researcher JUSTIN CHIDLOW says there are now eight
known wobbegong shark species in Australia.

He says the new floral banded wobbegong has been spotted between Geraldton and Augusta
.. and the new dwarf spotted wobbegong was found in shark fishery catches between Green
Head and Mandurah.

Vic: Wife of missing farmer charged with his murder

The wife of a farmer missing in suspicious circumstances for almost seven years will
today face a Melbourne court .. charged with his murder.

Cold case detectives have charged MARGARET UTTLEY of Tarneit .. with the murder of
her husband STEPHEN HENRY UTTLEY.

The 52-year-old fought back tears as she faced a bail justice in an out-of-sessions
hearing at the Melbourne Custody Centre last night.

The bail justice remanded her in custody to appear at the Melbourne Magistrates' Court today.

She didn't apply for bail.



Mr UTTLEY .. a father of four .. lived with his family on the 93 hectare Oatbank Farm
at Tarneit .. near Werribee in Melbourne's west .. until he disappeared in October 2000.

He was last seen leaving a friend's barbecue in Werribee.

He was described as a quiet family man who enjoyed socialising with his family and friends.

Police believed Mr UTTLEY'S disappearance was out of character .. and that he may have
met with foul play.

In a dramatic re-opening of the case last week .. police conducted an extensive search
of the family farm and located items including bones .. which were sent for testing by
forensic experts.

ADELAIDE, Dec 12 AAP - Refugee advocates say six people have tried to take their own
lives at the Baxter Detention centre in South Australia over the past week.

Western Australian group Project SafeCom said the inmates had tried to hang themselves
while some had also slashed themselves with broken glass and mirrors.

"These incidents are no surprise," said project SafeCom spokesman Jack Smit.

"The fact remains that Australia locks up people in detention centre jails such as
Baxter which represent maximum security jails, wherever they are built around Australia.

"Mandatory detention is a bankrupt policy and these incidents form yet another layer
in the hundreds of stories that affirm this."

An immigration department spokesman today confirmed that a number of incidents had
taken place over the past few days but none had resulted in serious injury to any inmates.

The latest incident occurred this morning and the inmate involved was currently being
assessed, he said.

Last week two men jumped from a roof at Baxter and were hospitalised.

A security guard who attempted to catch one of the detainees was also taken to hospital.

All three suffered minor injuries.

SYDNEY, Aug 5 AAP - Rising interest rates may hurt, but the opportunity exists to harness
the current boom and transform Australia and it must not be missed, The Weekend Australian
says in its editorial today.

The past 14 years of economic growth has allowed Australians to become more financially
confident and more entrepreneurial, yet the nation imports more than $50 billion in foreign
capital each year.

Living beyond our means is fine if this investment pays off, but in the meantime it
demands the discipline of low inflation and budget surpluses to retain the confidence
of foreign capital.

That is why the Reserve Bank has tightened monetary policy to head off inflation.

The OECD has warned that the reform agenda must continue in preparation for when the
terms of trade decline. The benefits of getting it right are wideranging. Economic success
has allowed Australia to become a more active player in the Western alliance, lift above
our weight in the war against terrorism and ensure greater respect and influence among
our Asian neighbours.

The Weekend Australian Financial Review says the interest rate rise should be seen in context.

Household interest payments have reached almost 11 per cent of household disposable
income, compared to 9 per cent in late 1989, when mortgage interest rates were 17 per
cent.

The largest factor is the increase in home values relative to income -- the median-priced
home now costs 4.5 times household disposable income, compared with 3.2 times in 1999.

Since 2003, interest rates have increased, and national house prices have eased. But
the movements have been modest, unlike in 1989, when mortgage rates went from 13.5 per
cent to 17 per cent in little more than a year.

A given change in interest rate levels now has a far larger impact on household cash
flows than a few decades ago. That's why the reserve Bank has been careful to raise rates
in modest steps in the past few years, and why it should continue to tread carefully in
the coming year.

The Sydney Morning Herald says the revelation that for four years senior police failed
to stop widespread sexual misconduct of the grossest kind at the NSW Police Academy calls
into question the competence of police management and its ministerial bosses.

More effort was spent covering up the misconduct than in stamping it out.

The way management has handled the issue also casts doubt on whether the force should
investigate its own failings.

The NSW Ombudsman mentions 30 police identified as having misbehaved, including 23
who had sex with students or former students, but Police Commissioner Ken Moroney doesn't
want to reopen the cases from 2002.

He is too busy seeking ways to reinvestigate police in future where a complaint is
inadequately dealt with.

The public cannot have confidence that the law will be upheld impartially by police
trained this way.

Sydney's The Daily Telegraph says justice has been done in the acquittal of Karen
Brown of the murder and manslaughter of William Aquilina, who robbed the hotel Ms Brown
was guarding.

It was by his own actions, his own choices, that Aquilina put himself beyond the pale
of society's protection. He stole a car, staged the robbery and assaulted Ms Brown.

They were reckless, dangerous choices, and Aquilina paid a heavy price.

As much as Aquilina's death is regretted, Ms Brown was doing the job for which she was paid.

Melbourne's Herald Sun says most motorists in Victoria have come to accept the "Wipe
off 5" campaign.

As much as slower travel can be frustrating, safety benefits seem clear.

But drivers have a right to be perplexed, and exasperated, if traffic snarls have been
manufactured as a safety vehicle.

Leaving VicRoads after five years in the driver's seat, chief executive David Anderson
has made astonishing admissions, the most bizarre being that VicRoads works to cut crashes
by creating congestion.

Brisbane's The Courier-Mail says the state needs a water plan.

Issues affecting the wellbeing of the state require the government to rise to the challenge,
not rule by referendum and abrogate its decision-making responsibilities.

Queensland Premier Peter Beattie's wimpish advocacy of a referendum in two years to
test voter opinion about the use of directly reclaimed water is such an abrogation. A
decision is needed now.

Had the Toowoomba vote succeeded, Mr Beattie would be advocating augmenting water
supplies with recycled water. Instead, he has retreated to his "Armageddon" position of
recycling as last resort.

Slowly but surely, the premier has manoeuvred it such that he can claim to be forced
to seek a mandate to resolve a crisis exacerbated by the worst drought on record, conveniently
overlooking the government's neglect of its responsibilities for proper infrastructure
planning.

By refusing to rule out an early election categorically, the premier is encouraging
instability and he knows it.

CANBERRA, Feb 15 AAP - The fallout from the AWB kickbacks scandal could have been avoided
if there had been more than one wheat exporter, the Grain Exporters Association says.

Under current government regulations, Australia has a single desk wheat export system,
meaning AWB holds a monopoly on wheat exports.

AWB has been shut out of bidding for Iraqi wheat contracts until the Cole Inquiry,
investigating whether AWB paid $300 million in kickbacks to the Saddam Hussein's regime
under the corrupt UN oil for food program, hands down its findings.

Grain Exporters Association president Alick Osborne said his organisation warned the
government that wheat farmers could potentially suffer under a single desk when legislation
was being drafted.

"Many years ago we suggested that a situation like this could develop where Australia
would be left with no export outlet to a particular market or even to a wide range of
outlets because of circumstances that were unforseen at the time the legislation was brought
in," Mr Osborne told ABC Radio.

"We were laughed at at the time, but it's very unfortunate to see that some of our
concerns have been realised."

But Victorian farmer Russell Dunlop said the single desk protected farmers from fluctuations
in the global market.

"The single desk is the only ammunition we've got in the export market," he said.

"We are up against farmers from the United States and Europe who are so heavily subsidised
that the single desk and our one access to market is the only avenue we've got to fight
back."

Australian Grains Council president Murray Jones also defended the system.

"Growers see that as an important linchpin for them," he said.

"They are adamant about maintaining grower ownership and control over the wheat marketing system.

"We have had a very good system for the last 50 years and plus our marketing system

Whether mandated or not, specialized e-business insurance products make sense for most businesses. When you depend on others for your business success, you can't always control the problems, but these products can help you control the outcome.
